Pursuant to paragraph 2 of Article 15 of the Regional Law of November 12, 1997 N 64-OZ "On Physical Culture and Sports in the Sverdlovsk Region" ("Regional Newspaper", 1997, November 18, N 174) as amended by the Regional Law of November 19 1998 N 36-OZ ("Regional newspaper", 1998, November 24, N 212), the Laws of the Sverdlovsk region of December 28, 1999 N 41-OZ ("Regional newspaper", 1999, December 31, N 258) and from 29 October 2007 N 115-OZ ("Oblastnaya Gazeta", 2007, October 31, N 370-375), in order to provide state support for athletes and coaches who have achieved high sports results at international and Russian competitions, I declare:

1. Introduce into the Decree of the Governor of the Sverdlovsk region of December 20, 2006 N 1101-UG "On scholarships of the Governor of the Sverdlovsk region to athletes and coaches who have achieved high sports results at international and Russian competitions" ("Regional newspaper", 2006, December 27, N 441-442) as amended by Decrees of the Governor of the Sverdlovsk Region dated July 30, 2007 N 777-UG ("Regional newspaper", 2007, August 3, N 268-269) and dated October 8, 2007 N 1019-UG ("Regional newspaper ", 2007, October 16, N 350), the following changes:

1) in subparagraph 1 of paragraph 1, the number "150" shall be replaced by the number "250";

2) in subparagraph 2 of paragraph 1 the number "150" shall be replaced by the number "200", the number "6000" shall be replaced by the number "6750";

3) in subparagraph 3 of paragraph 2 the number "6000" shall be replaced by the number "6750".

2. To amend the Regulations on scholarships of the Governor of the Sverdlovsk Region to athletes and coaches who have achieved high sports results at international and Russian competitions, the list of recipients of the Governor of the Sverdlovsk Region scholarships in the amount of 6,000 rubles, the list of recipients of the scholarships of the Governor of the Sverdlovsk Region in the amount of 3,000 rubles, approved by the Decree Of the Governor of the Sverdlovsk Region of December 20, 2006 N 1101-UG "On the Scholarships of the Governor of the Sverdlovsk Region to athletes and coaches who have achieved high sports results at international and Russian competitions" as amended by the Decrees of the Governor of the Sverdlovsk Region of July 30, 2007 N 777-UG and dated October 8, 2007 N 1019-UG, setting out them in a new edition (attached).

3. Control over the implementation of this Decree shall be entrusted to the Chairman of the Government of the Sverdlovsk Region VA Koksharov.

1. The scholarship of the Governor of the Sverdlovsk Region to athletes and coaches who have achieved high sports results at international and Russian competitions (hereinafter - the scholarship of the Governor of the Sverdlovsk Region) is paid from the regional budget to athletes and coaches recognized in accordance with the requirements of the Regional Law of November 12, 1997 64-OZ "On physical culture and sports in the Sverdlovsk region" as amended by the Regional law of November 19, 1998 N 36-OZ ("Regional newspaper", 1998, November 24, N 212), the Laws of the Sverdlovsk region of December 28 1999 N 41-OZ ("Regional newspaper", 1999, December 31, N 258), dated October 29, 2007 N 115-OZ ("Regional newspaper", 2007, October 31, N 370-375), and these Regulations recipients of a scholarship from the Governor of the Sverdlovsk Region.

2. The scholarship of the Governor of the Sverdlovsk Region is awarded annually from January 1 of the current year based on the results of the previous year for a period of one year.

3. Paid annually:

1) 250 scholarships of the Governor of the Sverdlovsk Region in the amount of 3000 rubles per month each;

2) 200 scholarships from the Governor of the Sverdlovsk Region in the amount of 6750 rubles per month each.

4. An athlete, a coach can be assigned only one scholarship of the Governor of the Sverdlovsk region for the period established by these Regulations. The scholarship of the Governor of the Sverdlovsk Region is assigned to a coach who has worked with an athlete for at least 3 years and meets the requirements established by these Regulations.

5. The submission on the appointment of a scholarship for the Governor of the Sverdlovsk Region is sent by the regional sports organization (federation, union, sports association) to the Ministry of Physical Culture, Sports and Tourism of the Sverdlovsk Region from January 1 to February 20 of the current year.

6. A physical culture and sports organization of the regional level (federation, union, association for sports) encloses the following documents to the submission on the appointment of a scholarship from the Governor of the Sverdlovsk Region:

1) lists of Russian national teams (main and reserve teams) by sports included in the program of the Olympic and Paralympic Games;

2) copies of documents confirming the result achieved by the athlete (competition protocols, an extract from the competition protocol);

3) personal data of the athlete, coach (indicating the last name, first name, patronymic, date of birth, place of residence by registration, passport number, date and name of the organization that issued the passport, individual taxpayer number, insurance pension certificate number);

4) written consent of the athlete, coach to provide personal data.

All documents submitted to the Ministry of Physical Culture, Sports and Tourism of the Sverdlovsk Region are certified by the signature of the head of a physical culture and sports organization at the regional level (federation, union, association for a sport).

7. The Ministry of Physical Culture, Sports and Tourism of the Sverdlovsk Region, by March 1 of the current year, organizes the verification of documents submitted by physical culture and sports organizations of the regional level (federations, unions, associations for sports) and submits the documents to the Scholarship Council of the Governor of the Sverdlovsk Region to athletes and coaches who have achieved high sports results at international and Russian competitions (hereinafter referred to as the Scholarship Council).

8. The Scholarship Council, by May 1 of the current year, forms the lists of scholarships recipients of the Governor of the Sverdlovsk Region by rating the sports achievements of an athlete, a coach, taking into account the following indicators:

1) joining the main (reserve) composition of the Russian national teams in Olympic and Paralympic sports;

2) the status of the competition and the place taken by the athlete;

3) the results shown by the athlete during the year (season).

9. High sports achievements of an athlete are confirmed by:

1) the participation of an athlete in the Olympic and Paralympic Games, recorded in the relevant documents (competition protocols, an extract from the competition protocol);

2) the participation of an athlete in championships, championships, world cups, Europe, Russia in sports included in the program of the Olympic and Paralympic Games, recorded in the relevant documents, taking places from 1 to 6 inclusive;

3) participation of an athlete in championships, world and European championships in sports not included in the program of the Olympic and Paralympic Games, recorded in the relevant documents, taking places from 1 to 3 inclusive;

4) by the decision of the all-Russian physical culture and sports organization (all-Russian federation, union, association for a kind of sport), recorded in the relevant documents.

10. The Scholarship Council is formed of the Chairman of the Scholarship Council, the Secretary of the Scholarship Council and other members of the Scholarship Council from among honored coaches of Russia, honored masters of sports, heads of the Ministry of Physical Culture, Sports and Tourism of the Sverdlovsk Region, physical culture management bodies and sports of municipalities in the Sverdlovsk region, state institutions of the Sverdlovsk region of physical culture and sports and is approved by the decree of the Governor of the Sverdlovsk region.

11. Meetings of the Fellowships Board are held as required.

12. The Chairman of the Fellowships Board organizes the work of the Fellowships Board, convene and presides over meetings of the Fellowships Board, and organizes the keeping of minutes at meetings. The minutes of the meeting of the Fellowships Board shall be kept by the Secretary of the Fellowships Board.

13. Meetings of the Scholarship Board are considered competent if attended by at least half of its members.

14. Decisions of the Scholarship Council are taken by a simple majority of votes of the members participating in its meeting, by open voting and are documented in minutes. When deciding issues at a meeting of the Scholarship Council, each member of the Scholarship Council has one vote. A vote by one member of the Fellowship Board to another member of the Fellowship Board is not permitted.

16. The minutes of the meeting of the Fellowships Board shall be signed by the Chairman and Secretary of the Fellowships Board.

17. The minutes shall indicate:

1) the date, place and time of the meeting of the Scholarship Council;

2) issues discussed at the meeting;

3) the personal composition of the members of the Scholarship Council participating in the meeting;

4) the main provisions of the speeches of those present at the meeting;

6) decisions made by the Scholarship Council.

The protocol may contain other necessary information.

18. The Ministry of Physical Culture, Sports and Tourism of the Sverdlovsk Region, within 10 working days from the date of the final decision of the Scholarship Council, prepares a draft decree of the Governor of the Sverdlovsk Region approving the lists of recipients of scholarships for the Governor of the Sverdlovsk Region.

19. The organization of payment of scholarships for the Governor of the Sverdlovsk Region is carried out by the Ministry of Physical Culture, Sports and Tourism of the Sverdlovsk Region.

Explanatory note

Ship modeling - one of the most popular types of children's technical creativity. Studying it, students consolidate and deepen their knowledge of mathematics, physics, drawing, history, apply them in practice and, in addition, gain additional knowledge, skills and abilities on the technology of manufacturing operating models of ships and vessels. Thus, ship modeling contributes to the expansion of the polytechnic horizons of students.

Ship modeling instills in children a love of work, dedication, independence, communication, contributes to the formation of the personality of each teenager.

Doing what they love, students more actively acquire new knowledge, more easily and earlier than others are determined with the choice of a future profession and, as a rule, achieve better results. In addition, ship modeling is a creative, productive work that contributes to the development of the child's intellectual abilities, the formation of civil-patriotic personality traits. In the course of classes, students:

A habit of order, accuracy, accuracy, systematicity is developed;

Endurance, patience, perseverance develops;

The ability is brought up not to retreat in the face of difficulties;

There is work on oneself, the eradication of certain shortcomings in oneself;

-the consciousness of the value of one's personality rises, which leads to an increase in self-esteem.

Classes in ship modeling give children the opportunity for joint social activities and contribute to the formation of a personality that can work together with others; instill in children respect for productive work and its results; create harmony between word and deed, thought and activity.

Existing educational programs on ship modeling, including the Model Program approved by the USSR Ministry of Education, rely on the knowledge, skills and abilities gained by students in labor training lessons at school. They provide only a frontal form of classes, do not imply the rationalization of the educational process and do not take into account the individual characteristics of students, labor and financial costs in the manufacture of models, the implementation of the programs themselves.

This author's general educational program on ship modeling for children 10 - 17 years old is designed for four years of study, developed using material-saving technologies and has the following capabilities:

A wide selection of models for playback;

Rationalization of the construction of models through the use of semi-finished products and their cashing (distribution of parts to cash registers) in the first year of study;

Using the frontal-individual form of training in teaching;

Using readily available, inexpensive material and tools for making models.

Objectives of the program:

Development of creative abilities of students in the field of ship modeling;

Formation of civil-patriotic personality traits in them.

Tasks:

- promote the assimilation of knowledge on the history of shipbuilding, the basics of the theory and practice of building ship models;

To develop students' skills of rationalizing and constructive thinking;

Develop interest in the history of the Russian fleet, a sense of patriotism;

Form students' understanding of duty and responsibility;

To teach how to work with tools and materials;

Facilitate initial career guidance for students.

The program provides for a frontal-individual form of classes, taking into account the abilities and personal interests of students, therefore, the program provides for a choice of a variety of models of ship models:

For the first year of study:

Let's start with the fact that ship modeling is a technical form of creativity. And the technical creativity of students, in turn, is one of the main structural elements of the system of their artistic education. It allows the child to reflect in the created products his impressions of the world around him, to express his attitude towards it. At the same time, technical creativity is invaluable for the comprehensive aesthetic, moral, labor, and mental development of children.

Technical creativity has great potential for the formation of mental, creative abilities of the child, for the formation of his moral ideas, work skills, artistic taste.

Thus, ship modeling, as a type of technical creativity of a student, is the main structural element of the system of personality formation and development, which, in turn, is a subsystem of the school education system.

Aesthetic education is the education of feelings, on which consciousness is based, and, consequently, intelligence. And only when these feelings are in habitual harmony with the surrounding world, the personality is formed in its entirety.

Technical creative activity, that is, the creation of products in various fields of applied and technical art (modeling, design, artistic processing of metal, wood and other materials) is associated with:

With the processes of perception and cognition;

With the emotional and social aspects of a person's life, characteristic of him at various stages of development;

With the reflection in the products of some of the features of his intellect and character.

Children's creativity is considered as one of the most effective forms of children's artistic development of the surrounding reality, during which they work on their products. Children's works are often striking with an interesting idea, a peculiar form of expression that attracts attention.

The creative work of a child is a spontaneously arising projection of his inner world. This is always a brightly emotionally colored process, and emotions are intensified when transferring a personal relationship to the person being portrayed.

Ship modeling classes contribute to the development of mathematical concepts. Students get acquainted with the names and features of the simplest geometric shapes, get an idea of ​​the spatial position of objects and their parts in the manufacture of products. By constructing a model, studying the principles of its operation, the student gets acquainted in practice with the initial laws of physics. Association "Ship Modeling" helps the child to learn the basics of science well and teaches them to apply them in practice. The student becomes more aware of the laws of physics, chemistry, mathematics. Painstaking work associated with overcoming difficulties, developing perseverance and inventiveness, fosters the child's hard work, initiative and helps to form character. The knowledge and skills acquired in the ship modeling association will always be useful in the future at any job and in everyday life.

Work on projects for future models of ships teaches children to the planned organization of work, which is especially important here. Since at this stage, the sequence of creation and connection of individual parts is of great importance for creating a finished model.

Performing various types of work in the manufacture of a model contributes to the development of arm muscles, coordination of movements, fine motor skills. The child learns to use various tools, devices, equipment.

An insufficient degree of development of technical skills inhibits the work of the imagination, fetters children's initiative, and reduces the quality of the results of activity. And vice versa, if the child is good at cutting, sawing, processing, assembly, his attention is directed to creating different shapes, sizes, combinations, this leads to new, original results, stimulates a creative attitude to work.

The experience of creative processing of the received impressions serves the development of imagination, creativity, without which, as you know, no productive activity is possible.

The child's thinking is mostly figurative, and the creation of a product from drawings and diagrams to finished work provides a visual basis and greatly facilitates the process of "linking" associations. Ship modeling affects the emotional sphere of the child. The emergence of a model under his hands gives him aesthetic pleasure, and any positive emotion, as you know, increases the tone of the cerebral cortex, which contributes to the emergence of associative connections.

Technical creativity creates favorable conditions for the formation of a socially active, creative personality capable of changing the world for the better. The formation of such a personality is the result of the child's active participation in the creative process, providing him with constant training of positive emotions, feelings, experiences.

Such productive activity as technical creativity is invaluable for the comprehensive preparation of children for further adult life. This training includes the formation of psychological readiness, consisting of components of creative activity, a psychological focus on creativity, the implementation of correct activities and the ability to work, as well as special training.
