In 2018, the construction of the satellite city "Yuzhny" in the Pushkin District of St. Petersburg is entering an active phase. Scientific and educational innovation center ITMO Highpark, investments in which are estimated at 41 billion rubles.

Both the satellite city and its scientific cluster were created and adjusted using a dynamic digital model that allows predicting various development scenarios. With the help of the built-in algorithms, risks, amounts of funds and terms of return on investments in infrastructure are assessed and predicted, which makes the megaproject more understandable and interesting for potential investors.

At the end of last year, Russian Minister of Communications and Mass Media Nikolai Nikiforov announced that the creation of the first facilities of the ITMO Highpark center, which can already claim the status of a territory of advanced socio-economic development (TASED), will take at least three years.

On an area of ​​at least 350 thousand square meters. m should appear business incubators and progressive production facilities of the innovation center, as well as scientific centers, educational buildings and dormitories that are part of the new campus of ITMO University. In particular, the ITMO Highpark center plans to host the university's master's and postgraduate studies focused on applied research. It is assumed that by 2024 3.6 thousand people will be trained here, 12 thousand jobs, five innovative industries and about 50 international laboratories will be created. Innograd will specialize in applied research and development in the fields artificial intelligence and cyber-physical systems, photonics and quantum technologies, urban studies and others.

“Our task is for young talents to develop their potential in their country. To solve this problem, sites have been built in Moscow Skolkovo and Kazan Innopolis, but in the North-West there is nothing like this yet. In the first, it is planned to build a campus within five years, in the second - to create an innovative infrastructure, and in the third - an industrial complex. In this case, the second and third stages will be implemented in parallel.

"A new generation scientific, educational and innovation center will appear in St. Petersburg. Now the authorized capital of the company, which is fully owned by the state, is 321 million rubles. Nine cities


The satellite city "Yuzhny" will occupy a total area of ​​more than 2 thousand hectares. Implementation of the project, which involves the construction of 8.8 million sq. m of real estate (including 4.3 million sq. m. of housing for 134 thousand people) will take about 15 years.

The concept of the project involves dividing the territory of "Yuzhny" into nine mini-cities, each of which will have its own center of gravity - a "palace" (by analogy with the surrounding historical heritage- parks and palaces of Pushkin, Petrodvorets and Gatchina). Here "palaces" are multifunctional complexes that combine public and creative spaces, various commercial structures and organizations aimed at organizing leisure, recreation and additional education local residents and all the townspeople of St. Petersburg.

"Palaces" will form the so-called "Golden Alley" - the main space of the satellite city - a bicycle and pedestrian frame, the symbol of "South" and a connecting element between mini-cities. In all mini-cities of Yuzhny, in addition to multifunctional "palaces" and housing (individual buildings, as well as low and medium-rise housing with a height of three to five floors with dominants up to ten floors), the necessary transport, utilities and social infrastructure will be built.

According to the project, 37 kindergartens, 16 schools, 21 sports complexes, eight clinics and a hospital, 25 cultural and art objects will appear in the satellite city. Almost 16 hectares have been allocated for the placement of physical education and sports facilities. Various public areas and parks will occupy about 350 hectares - a quarter of the entire territory of "Yuzhny".

The construction of the satellite city will be carried out in accordance with the concept of a "smart city" (smart city), when all residential and business processes are synchronized and allow avoiding inconveniences for the residents of the Yuzhny quarters and the commercial structures working in them.

Investments in the project are estimated at 219 billion rubles. Among the already well-known investors are Turkish Renaissance Construction, which will act as a construction contractor, and the Russian Direct Investment Fund (RDIF), an agreement between which was signed during SPIEF-2017.

"Attracting an experienced international investor to such a large-scale project as the construction of an entire city will significantly reduce the cost of its implementation and increase the efficiency of work. With the already mentioned digital dynamic model you can not only display any future urban processes, combine urban planning plans, "try on" various architectural and planning solutions, but also monitor the implementation of "road maps" of infrastructure development, including transport. For transport communication with the satellite city, in particular, it is planned to launch Aeroexpress.

The tender for the selection of the concessionaire for the construction of its first section - from Vitebsky railway station to Pulkovo airport - will be announced in the second half of this year. According to the vice-governor of St. Petersburg Igor Albin, the length of the line will be 22 km. The project cost is estimated at 19 billion rubles. Then the line of "Aeroexpress" will be extended to "Yuzhny" - this is another 10-15 km.

According to Sergei Khromov, today "Yuzhny" is already in an advantageous transport location: a six-lane Kievskoe highway passes nearby, on the territory of the future satellite city there are two railway stations... The company is in talks with Russian Railways to launch high-speed Lastochka trains, which will stop at Yuzhny. When the construction of Aeroexpress is added to these measures, the issue of transport accessibility of the satellite city will be resolved for many years to come.

The project is interesting, thoughtful, functional. The city will be built from scratch, and this will avoid possible miscalculations and do everything as it should ideally be. This is a definite plus for the residents. I am glad that the developer does not plan to construct all multi-storey buildings, leaving areas for the usual low-rise buildings.

In our opinion, the greatest risk of this project is the danger of untimely execution (or even non-fulfillment) of a number of urgent tasks, without which new town will not take place. Moreover, the solution of these tasks depends not only on the company. "Start Development" which will build Southern... Roads, engineering infrastructure, construction of social facilities - in all this a developer cannot do without the state. The St. Petersburg authorities said yes, but who can look into the future and give a 100% guarantee that at some point the budget funds will not be redistributed in favor of some other, more important at that time, object? Perhaps? Perhaps. Will affect fate Yuzhny? Of course.

Take the same transport component. The emergence of a new city will aggravate the situation on the Kievskoe highway, which is already unable to cope with the flow of cars. This is one of the reasons why against construction Yuzhny part of the residents of Pushkin and Pavlovsk are speaking. The problem could be solved by an alternative new route to St. Petersburg. Will she be? Depends on the city administration. Transport problems of residents Yuzhny could solve the ground express, the route of which, according to the project, enters the future satellite city. But the situation with the land express, as it hung at the time of the global economic crisis in 2009, has not yet been clarified.

The state cannot do without the decision social issues... The new city needs a new infrastructure, the creation of which should be financed by the authorities of St. Petersburg. Moreover, it must be built in stages, together with the construction of houses. Otherwise residents Yuzhny will become an additional burden for the social sphere of the neighboring Pushkin.

Another question: jobs for future residents of the satellite city. It is assumed that a number of large industrial companies will open their sites here, which provide people with work and earnings. Let's hope that there will be no problems with this, although the economic situation may change and the city will miss some potential employers.

The ecological component of the project remains open. To build a city requires cutting down trees. It is obvious that landscaping, trees and shrubs will be planted in the city. But, of course, it will not be possible to completely restore what was lost. In addition, given the considerable time required for construction Yuzhny, the new settlers will have to live in not the best conditions for a long time.

It is too early to discuss house projects, apartment layouts and the like, since the developer will not publish specific information. In the sales department of the company "Start Development" report that sales will begin no earlier than 2016. Construction of houses in Southern until it started. Of the new objects that are now being implemented in the immediate vicinity of the future satellite city Southern, one can call a low-rise residential complex, this is an expensive object (townhouses from 11 million rubles). The builders of the satellite city of St. Petersburg will go to the site in six months to begin laying communications for the first quarters. Experts, however, note that the burden will once again fall on the only Kiev highway in the district - the city has no opportunity to lay new highways yet.

Southern are going to build in empty spaces between the village of Doni, Novokondakopshin and the Pushkin military airfield. The city will be located on both sides of the Kiev highway, which will become the main exit to St. Petersburg. But, as we have already said, the load on this route will increase in the future with the commissioning of a large residential complex Planetograd near Pulkovskaya Gora.

They want to build 1.5 million square meters in this residential complex by 2026. meters of housing. The southern one will be even bigger. Sergei Khromov, the general director of the investor company Start Development, told Sankt-Peterburgskiye Vedomosti that by 2035 it is planned to build 4.3 million square meters there. meters of housing and about 1 million square meters. meters of commercial real estate. The building will reach 33 meters in height, although "about half of it will be 4 - 5-storey and below." It is worth making a reservation here: according to the calculations of ITMO University, the population of Yuzhny by that time will be 134 thousand people. This is more than the current population of Pushkin (about 106 thousand people). Thus, the remaining 74 thousand residents who are not employed in Yuzhnoye will somehow have to go to work in St. Petersburg and come back every day.

ITMO's scientific interest in the project is not least due to the fact that it is also planned to build a science and technology innovation city at the university on the territory of the satellite city. According to Sergei Khromov, the ultra-modern educational and scientific town will unite educational buildings, laboratories, residential areas and sports complexes on 100 hectares. Obviously, this project will generate additional traffic.

The general director of the investor company assured that the entire infrastructure and all movements of the future residents of Yuzhny are also calculated in mathematical model prepared by ITMO. It is supposed, in particular, the construction of a high-speed tram - its project is allegedly approved. “The transport situation in the area of ​​Yuzhny is very good. Two railway stations, a six-lane Kievskoe highway, a road junction and entrances already exist, ”Khromov believes.

What is not yet, they say, will appear. For example, ITMO's concept envisages the creation of a new railway station in the center of Yuzhny, in addition to the Kondakopshino and 29th kilometer platforms. By the way, to the north, on the same Warsaw railway, they are soon going to create another stop - for new buildings in the Pulkovskoye residential area, which are being built near Expoforum.

And the general plan provides for the construction of a new highway for the needs of the new settlers - a kind of backup for the Kiev highway, which will go from the South to the north, through Aleksandrovskaya, and will lead to the still non-existent southern latitudinal highway.

However, public activist Alexander Belyaev, who traditionally criticizes Yuzhny, noted in an interview with us that all these plans are very far from reality.

The city, in his opinion, has not yet done anything to build new roads by which it will be possible to get to Yuzhny. And Russian Railways does not officially confirm plans to create a station. Belyaev believes that Smolny already has enough road construction projects for the future (the city government even publishes lists of new suburbs where the highway needs to be brought urgently). And punching a new highway through the village of Aleksandrovskaya is not cheap, there will not be problems with buying out land from private owners. So it is unlikely that a second full-fledged exit from Yuzhny will be created in the foreseeable future. The developer is likely to try to allow car traffic to transit through Pushkin and Pavlovsk (which may cause protests from their residents). But the main load will still fall on the Kiev highway, Belyaev has no doubts. “Yuzhny will be in a vice - it is far from the city, and there are no normal exits from it,” our interlocutor predicts.

“Transport accessibility is one of the problems of this project,” Alexey Belousov, vice president of the St. Petersburg builders association, expressed his opinion in an interview with the correspondent of SPb Vedomosti. This problem is especially relevant in connection with the high population density expected in Yuzhny, the expert believes.

In turn, Andrei Gorev, professor of the department of transport systems at SPbGASU, believes that the accessibility of Yuzhnoye by public transport can be provided provided that the capacity of the railway increases. But car drivers will have to stand in traffic jams. "It is impossible to ensure unhindered movement for such a number of cars," Gorev believes.

Meanwhile, according to Sergei Khromov, the Yuzhny project is gradually being implemented. So far - "in the documentary part." By the end of this year, a competition for the architectural concept of ITMO's campus will be announced. It is assumed that the construction of social and road infrastructure facilities will be carried out simultaneously with the construction of residential buildings.

From the point of view of transport accessibility, the territory also has a reserve in the form of a railway connection. The developer is already negotiating this with Russian Railways in advance.

The head of the department of urban planning of LenNIIproekt, Jozef Parkman, spoke in detail about the engineering support of the quarter: “For each section of the territory, the loads were calculated in detail. For electricity, this is 11 MW. In total, two distribution points and 13 substations will be built in the satellite town Yuzhny. This guarantees an uninterrupted power supply. No one is forgotten

Speculation around the project of the satellite city Yuzhny began a long time ago. One of them is completely beyond the bounds: supposedly the construction will go on the bones of our soldiers who died during the war and have not yet been buried.

Yevgeny Ilyin, the commander of the Ingria search unit, associate professor of the history department of St. Petersburg State University, made a kind of report on this topic. He cited archival data that in the Kondakopshino area the losses were not as great as some say: not thousands or even hundreds, but dozens (in 1944) or even a few (in 1941) of the defenders of the Fatherland. And two years ago, the remains of four of our soldiers were discovered not far from the future construction site and reburied at a military cemetery. The search around the village of Lesnoye, Ilyin noted, was hampered by a large number of garbage dumps: tin cans, scrap metal, reinforced concrete slabs with reinforcement. It's hard to work with a metal detector.

At public hearings, there is always a place for both demagoguery and emotions. These were quite typical. However, some interesting details have also emerged. For example, the residents of Pushkin, who were very worried about their places in their schools and were prepared to repel the offensive of the Varangians, learned that it is from Pushkin that children are taken to Lesnoye today and the school there is overcrowded.

Garage owners, who have been using them for several decades, suddenly find out that they have no legal right to do so. Approximately 500 of these buildings, which have turned into warehouses, cellars and outbuildings, are doomed to be demolished. This was reported to those present by the deputy of the Legislative Assembly of St. Petersburg Yuri Bochkov, who was forced to admit: “There are no legal grounds for the existence of these garages. After public hearings, four days are allotted for the submission of reasoned objections and proposals. This means that by the end of this year, the first PPT for the satellite city Yuzhny will be approved, which can be considered the start for the entire project (by the way, only after the approval of the PPT, social facilities can be included in targeted investment programs). Alexandrovskaya (population - 2.6 thousand people) is located between the Kiev highway and the Alexander Park of Pushkin. As we have already said, they are going to build a satellite city to the south of the village, known under the project name Yuzhny (the population of which, according to calculations, by 2035 may reach 134 thousand people). It will be located in the fields between the village of Doni, Novokondakopshin and the Pushkin military airfield.

At first, the South will be connected with St. Petersburg only by the Kiev highway and the Warsaw railway. But, in accordance with the general plan, another exit should appear - a backup for the Kiev highway. The route will lead from new buildings to the north, through Aleksandrovskaya, and will reach the still non-existent southern latitudinal highway (which is planned to be named Ust-Slavyanskoe highway).

On the territory of Aleksandrovskaya, this backup is drawn in a narrow corridor along the Warsaw railway. Local activists believe that there is not enough free space to build a six-lane road without taking plots. This applies, in particular, to homeowners on Novye Mesta Street, which runs along the rails.

If, in order to avoid land disputes, the authorities decide to build a multi-kilometer overpass, this option will also not be the best. The project will be very expensive. And he will still destroy the habitual way of life of the villagers. And for what? Public activist of the Pushkinsky district, Alexander Belyaev, in an interview with the correspondent of "St. Petersburg vedomosti" noted that the new highway is needed primarily to service the satellite city. "Why do the residents of Aleksandrovskaya have to move somewhere for the sake of the new settlers of Yuzhny?" - the social activist asked a question.

At the same time, he does not fully understand the effectiveness of the new road, because, judging by the general plan, the South latitudinal itself is going to be built in the coming years only in the western part, which will not allow it to become a full-fledged bypass road of the southern suburbs, and it is still pointless to divert traffic to it. It would be much more useful for the city now to focus on the South latitudinal, including in the nearest plans the construction of an overpass across the Vitebsk railway line, our interlocutor believes.

Activists from Aleksandrovskaya tried to convey their ideas to the authorities at a hearing in June on amending the master plan. « This decision (with the construction of a highway - a backup of the Kiev highway through the village. - Ed.)will only aggravate the transport situation on the key, radial highways of the Pushkin region due to commuting and traffic flows from the satellite city Yuzhny ", - says in the explanatory note prepared by the villagers.

Citizens submitted an amendment, according to which a strip of land in the village along the Warsaw Railway is transferred from the highway zone for recreational purposes (after which, for example, it is simply planted with trees). If we imagine that the proposed changes will suddenly be approved (note that the decision is unlikely to be made before the end of this year), this will not allow building a highway here. Locals are asked to provide an alternative routing of this backup for the Kievskoe highway on the section from Krasnoselsky highway to Saritskaya street (bypassing Aleksandrovskaya).

Acting chairman of the committee for the development of transport infrastructure, Andrei Semchankov, in response to the appeal of residents, noted that the capacity of the Kiev highway is practically exhausted. The new route will reduce the load on the existing road network, "including the development of the satellite city Yuzhny." Indeed, as a result of its construction, the population of the territories south of the village of Aleksandrovskaya will grow significantly, the official said. He did not rule out that when the road is plowed, the plots "directly falling into the development zone" may be withdrawn. But it is too early to talk about this before the design, the timing of which has not yet been determined. Semchankov did not say whether other options for the passage of the new highway are possible.

The investor in the construction of Yuzhny is Start Development, which, according to the website www.kartoteka.ru, is controlled by the offshore Terix Associates Holding Limited (registered in the British Virgin Islands) and CEO Sergei Khromov. As they told "St. Petersburg Vedomosti" in this company, today the construction has not begun, design and survey work continues. They are going to enter the site in 2019.

The company does not agree with the point of view that the backup of the Kievskoe highway, laid through Aleksandrovskaya, is intended to solve the transport problems of the Yuzhnoye (the investment project is being implemented not so close to the village, according to the company). This will be primarily an important highway for the city, making it easier to travel to the suburbs, businessmen say. The project itself for the new development of territories is focused on railways, a high-speed tram (which, we note, is not yet available) and an internal road network.

That is, according to the investor, people will not create large flows on the outskirts of new buildings to St. Petersburg, but on the contrary, the inhabitants of the neighborhood will rush to this suburb to work. This will happen as if due to the fact that many innovative enterprises will be built in Yuzhny. As for the punching of the route through Aleksandrovskaya, its route is still approximate and will be specified. And generally speaking modern technologies allow to build roads in dense buildings, entrepreneurs assure.
