The term of military service for citizens. How many years to serve in the army. Who is exempt from conscription

Since 2008, the conscript term of service in the RF Armed Forces is 12 months. It will be the same in 2019, despite the statements of the leadership of our state about increasing the service life in the army by 1.8 years. Defense Minister Sergei Shoigu and Russian President Vladimir Putin plan to increase the popularity of contract service and make the training of conscripts more effective. Also, servicemen will be given a choice - whether they serve one year on conscription or two - under a contract.

The right of military personnel to choose: one year for conscription or two for a contract

In April 2014, according to the order of the President, there was an increase of five years in the military service. According to him, captains of the first rank and colonels received the right to serve in the Armed Forces up to 55 years, servicemen who have ranks below - up to 50 years, lieutenant generals and major generals - up to 60 years, and admirals, colonel generals and marshals - up to 60. But if the professional military reaches the age established by this qualification, then they will be able to renew their contract for a five-year term.

Will the service life in the Russian army be increased to 1.8 years in 2019?

V Russian Federation a number of normative legal acts are devoted to military service. The most important of them is, of course, the basic law, the Constitution. According to it, or rather, according to Article 59, the conscript has the right to choose alternative service (ACS) instead of military service, which will be credited to the length of service. Such citizens are sent to work in state enterprises and receive a salary for it. The professions for which they can apply are listed on the list of the Ministry of Labor and social protection... Basically, this applies to such types of work as janitors, postmen and orderlies.

Although the law and order according to which the term of service in the army for a period of 1.8 years was not adopted, but in September 2015 it began to function new program AGS. According to it, students in state and commercial universities will be able to choose an ACS and spend 450 hours at the military department. As part of their service, they will have to spend three months in army camps in order to acquire the skills of serving. Also, students will have the opportunity to choose military specialty... After they finish doing alternative service, they will receive a military ID and the rank of private or sergeant.

Compulsory military service is a statutory obligation for every young adult in the Russian Federation, therefore, for persons of draft and pre-draft age, the issue of terms of service always remains relevant. Are innovations expected in 2018-2019 or will the current regulations remain the same?

How much to serve in 2018-2019

According to paragraph 1 of Art. 38 of the Law of the Russian Federation "On Military Duty and Military Service" young people on urgent conscription are supposed to serve 12 months, regardless of the type of troops. Urgent military service in internal troops must pass every healthy representative of the male population of the country at the age of 18-27 years.

At the same time, there is still no reason to assume that this period will be changed in 2018-2019. Currently, the main focus is on the formation of contract army where professionals in their field will serve. As the practice of other countries, where the armed forces are formed on a contract basis, shows, this approach makes it possible to bring the army to more high level and ensure her professionalism and competence. As a result, young people are sent to the army of their own free will, therefore they feel responsible for the obligations imposed on them, and receive sufficient material support for their efforts.

In the near future, it is planned to achieve a ratio of conscripts and contractors of 20% to 80%, and in the future - to increase the figures to 10% and 90%, respectively. But despite the increase in the percentage of contract servicemen in Russia, no one is going to refuse the compulsory urgent draft.

For alternative service

  • Training at the military department in the process of obtaining higher education... This provides for theoretical and practical training (including training at the training grounds) for 450 hours, after which the graduate of the military department receives the rank of officer.
  • Employment in Spetsstroy, military institutions or enterprises equated to the status of the military. In total, for this way of fulfilling military duty, you can choose an option from 65 professions and 61 positions, but a prerequisite is a direction to another region of the Russian Federation. It is available only to conscripts who belong to the category of small indigenous peoples, as well as those for whom being in the army is contrary to the principles of religion. At the same time, the duration of service is 21 months, and criminal liability is provided for unauthorized leaving the place of its performance.

For contractors

In addition to the compulsory execution of military duty, young people can choose a contract form, which is valid for both junior staff and officers. The term in this case is determined depending on the type of troops and rank:

  • 2 or 3 years for soldiers, sailors, sergeants and foremen at the initial conclusion of the contract;
  • 5 years for warrant officers, warrant officers and officers at the initial conclusion of the contract;
  • 1-10 years to choose from for those who enter into a contract for the second and subsequent times.

Conscripts also have the opportunity to switch to contract form 3 months after being drafted. For some, this path is viewed as a good option improve your financial situation and open up new career prospects.

To attract men to the ranks of contract soldiers, colossal work is being done:

  • wages are rising;
  • the age terms of stay in the army for officers are increasing;
  • the social package is expanding, which includes education, medical care, benefits for military personnel and their families;
  • new housing is being built and options for improving living conditions are being proposed.

But it also has its drawbacks in the form of a long minimum contractual service period, so most young people traditionally prefer to serve in the army for the prescribed year and return to civilian life.

Possible change

Since 2012, the deputies have submitted for consideration the issue of increasing the term of military service many times. V different years it was proposed to extend the period of stay of young people in the army up to 1 year and 6 months, 1 year and 8 months, and even 2 years. The main arguments are:

  • shortage of ordinary conscripts in military units;
  • impossibility to master complex military-technical specialties well within the current period (1 year).
  • increasing requirements for the quality of the reserve personnel of the armed forces;
  • lack of time for all types of military personnel training, including exercises in close combat conditions.

Despite this, President Vladimir Putin categorically rejected the proposed initiative and refused to increase the term of service in the army. Since he is the Supreme Commander-in-Chief, the final decision always rests with him.

How the terms have changed

After Russia became an independent state, the length of service in the army changed several times, both up and down:

  • since 1993 in ground forces and navy served for 1.5 and 2 years, respectively;
  • since 1996, the duration has been increased to 2 years;
  • in 2002, preparations began for a gradual transition of the armed forces to a contract basis and a gradual reduction in the terms of service on an urgent conscription;
  • in the fall of 2007, conscripts began serving for 1.5 years;
  • since January 2008, conscripts have been serving in the army for 1 year.

Therefore, for now, we can say that they will serve in 2019 as much as in previous years, that is, 1 year. But it can be assumed that the presidential elections in Russia in 2018 will make their own adjustments to the change in the terms of service in the army in 2018-2019.

Vladimir Putin on the extension of military service terms: video

Young people-citizens of the Russian Federation are recruited for military service twice a year - in the autumn and spring call... Consider the features autumn call in 2020, including conscription terms and service life.

The timing of the autumn call

In matters related to the army and conscription, the cornerstone is such a concept as the timing of conscription. And this is quite justified, because it is possible to carry out a medical examination at the military registration and enlistment office, to send a young man to a military unit only within these terms. A day later or a day earlier, such events / activities are illegal.

When does the fall 2020 draft start?

Many young adults are afraid of the date for the start of the autumn conscription campaign, for example, in view of the fact that young men who did not enter college / university after school and did not apply for a deferral from the army for study should be called up during this period, starting on this date. When does the fall call in 2020 start? The beginning of the autumn draft in Russia has remained unchanged, and will take place in the same way as in 2019, that is, on October 1. From that day until the end of the draft, military commissariats have the right to conduct a medical commission, determine the suitability of young people for service, and send children to military units.

When does the autumn call end?

Everyone knows that on December 31, all citizens of the Russian Federation meet New Year- big holiday. And the recruits are looking forward to this day with special impatience. For young people of military age, this day is a holiday for one more reason - the autumn draft of 2020 ends on this very day. Accordingly, if the young man was not taken into the army before December 31, he can relax for several months - until the next spring draft begins.

Exceptions to the timing of the autumn draft

The regulatory documents of the Russian Federation provide for exceptions in the terms of the autumn conscription for some groups of residents of our country. Let's see which citizens fall under these exceptions.

Firstly, these are people living in the Far North. The list of such territories is established by a special official document. For these citizens, the autumn conscription in 2020 begins a month later than in other regions of the Russian Federation, that is, on November 1, and ends in the same way as in other regions of the Russian Federation.

Secondly, minor exceptions include young men living in villages, engaged in planting or harvesting. But the fact of this participation must be officially confirmed, for example, in the form of an employment document (contract / work book).

Thirdly, young workers-teachers in connection with the beginning of the next school year are not subject to conscription in the autumn conscription campaign. These young men are to appear at the military registration and enlistment office in May-June, when the spring conscription into the army begins.

Autumn draft 2020, conscripts' service life

The service life of young people called up for the autumn draft in 2020 remains unchanged - 12 months(1 year), despite many rumors on this topic (in particular about increasing the service life to 1.8 years in 2020).

Fall Call 2020 innovations

There will be no significant innovations in the Fall Summons. The recruitment of senior graduates of institutes / universities into research companies is still under way. It is not so easy to get into these companies, since from experience we can say that they are invited for an interview in a completely random way. In total, 289 young people (0.2% of all conscripts) serve in these units in the Russian Federation. The competition is serious - about 25 people per place - however, and service in a scientific company differs significantly from the "usual" conscription service.

Is it true that in the autumn draft of 2020 the service life will be increased to 1.8 years?

Today, there are many rumors about the increase in military service in 2020 to 1 year and 8 months (1.8 years). There is also information about the service life of 18 months. Young people are looking for an official order that assigns a term of service for conscripts of 1 year and 8 months. At the same time, no one finds clearly conspicuous information about such an official document. Still, is it true that service life will be 1.8 years or will remain equal to 12 months. To deal with this issue, you need to understand the principles of operation of the regulatory documents of Russia.

The fact is that no official order can contradict federal law, and in the event of such a contradiction, the order is recognized as invalid. First, there is no term of service in the fall 2020 conscription. Secondly, the term of service in the army is established by the federal law governing military service in the Russian Federation, namely article 38, part 1, subparagraph "e", which says that for young people drafted into the army in 2008 and later, the service life is 12 months (1 year). This period can only be changed in the event of an amendment to this the federal law... In 2020, there will be no such amendments / changes, therefore, service life will not change... Information about the term of service of 1.8 years is false in relation to both autumn and spring conscriptions.

We hope you have found the answer to the question when does the autumn conscription in 2020 begin. We also considered the timing / innovations of the autumn draft, service life and exceptions for some categories of Russians.

According to the Federal Law "On military service and passing military service", The beginning of the term of service of a conscript is the date of assignment military rank"Private", which should take place on the day the conscript arrives at the assembly point. The corresponding entry in the military card - about the assignment of the rank of "private" - must be made after the recruit passes on collection point control medical board. There can be no exceptions. But just in case, the conscript should check whether the corresponding entry was made on the day of arrival at the assembly point.

All the time a recruit is at the assembly point, after being awarded the military rank of "private", is included in the service life. As a rule, servicemen do not stay at the assembly point for long, but it happens that some may be held there for more than one week. The fact is that it is allowed to have a reserve of conscripts, which is used, if necessary, to replenish military teams in case of illness of individual conscripts or the impossibility of sending them for other reasons. Moreover, it is forbidden to return privates in reserve to military commissariats. They are distributed according to the last commands to fulfill the norms of conscription of citizens for military service. This explains the delay of some conscripts at the assembly points, as well as the refusal of the command to leave from the location of the assembly point.

Is the time of going home after demobilization included in the term of service?

Amendments to the Federal Law "On Military Duty and Military Service" from January 1, 2008 canceled regular vacations for conscripts, thereby depriving the command of encouraging conscientious servicemen by early dismissal. Today, the term of service in the Russian army is exactly 12 months (not a day earlier, not a day later). The date of completion of military service by conscription is the day when the soldier is excluded from the lists of the unit, except for cases when the soldier: is in hospital; at his request, remains in the military unit until the day of dispatch of the vehicle carrying out the individual or organized transportation of military personnel transferred to the reserve; participates in cruises of ships; is in captivity, in the position of a hostage or internee; missing - until he is recognized as missing in the manner prescribed by law or until he is declared dead; in relation to a serviceman who is a suspect or accused of committing a crime, preventive measures have been chosen in the form of detention with detention in a guardhouse or observation of the command of a military unit.

There are times when the command meets the soldier halfway and releases him from the unit's location a few days earlier, but such situations are rare and possible only on condition that the commander takes them under personal responsibility.

Traveling home from a military unit after demobilization is not included in the overall service life.

Since ancient times, the army has been famous for the place where everyone can take part in the defense of their homeland. Military service is the duty of every Russian man. The army is a structure that changes every year. Due to military reforms, the term of service in the army was reduced from 10 years to 1 year. Now the army is equipped with everything necessary for a comfortable service. Today, giving a debt to the Motherland is becoming an increasingly honorable occupation. But, unfortunately, not everyone can do it for health reasons. Therefore, first of all, you need to go through a medical examination. Now a new recruit in the army is provided with all conditions: high-quality food, the latest uniforms and equipment for service. The list of diseases for which they are not taken into the army is also constantly expanding.

Every year as the time of the army draft approaches, there are many rumors about possible changes rules for military service. What is the conscript service, what are the rules for its passage and what can be expected in the foreseeable future.

How many years do conscripts need to serve?

In 1993, a law came into force that reduced the service life to 18 months, and in the navy - to 2 years.
In 1996, in connection with the start of the Chechen campaign, was adopted new law, according to which it was necessary to repay the debt to the Motherland for 2 years.
In the early 2000s, preparations began in Russia for the division of conscription and contract military service, and for the reduction of the conscript service life from 2 years to 1 year. The transition took place in two stages:

  • those who enlisted in the army in the fall of 2007 had to serve for 1.5 years;
  • since January 2008 the service life has been 12 months - 1 year.

According to the RF Law "On conscription and military service," young people on urgent conscription are supposed to serve 12 months, regardless of the type of troops. All healthy men of the country between the ages of 18 and 27 must undergo urgent military service in the internal troops. Upon reaching the age of 27, a citizen will not be drafted into the army.

There are two options for serving in the armed forces:

  • on the basis of compulsory conscription (on conscription);
  • on the basis of voluntary admission of citizens to military service (under a contract).

Conscription service

Young people who are going to defend the country will have to serve in the army for 12 months.

Every year, at the set time, a call for military service is held for those who have passed the initial registration for military registration and who have turned 18 on the day of the call. However, first of all, citizens of senior conscription age are subject to conscription, who do not have the right to a deferment from conscription and for various reasons were not previously conscripted into military service.
The call is held twice a year:

  • from April 1 to July 15;
  • from October 1 to December 31.

The terms of conscription for some categories of conscripts may be increased.

According to the results medical commission, as well as taking into account other data, the draft board makes one of the following decisions on the conscript:

  • about conscription for military service;
  • referral to alternative service;
  • on granting a deferral;
  • on exemption from military service.

How will military service be held in 2020

The summoning time remains the same. The service life does not change either. In this case, the recruits will be offered alternative options service:

  • a conscript can be trained in a military department at the same time as regular studies in an institution high school to eventually graduate with the title of officer;
  • the opportunity to enter the civil service in institutions, work in which is equivalent to the army service. It is impossible to resign or leave such a service. The term of service differs from the usual time spent in the army and is 21 months.

Do not be afraid that the young soldier will immediately go to "the war." The first six months, recruits stay in the so-called "training", where they learn the intricacies of the service. And only then they go to the place of their main service, where they apply theory in practice.

The reduction in the service life entailed a decrease in the number of military departments in universities, as well as a reduction in the list of reasons for postponement.

Who can get a respite from military service

  • those who are marked “unfit”, “temporarily unfit” or “limitedly fit” for health reasons;
  • those who have received an academic degree provided for by the state certification system;
  • those young people who are raising a child without the baby's mother;
  • who are the sons or siblings of military personnel who died in the line of military duty;
  • persons who support incompetent relatives;
  • those serving sentences in places of deprivation of liberty;
  • people with 2 or more children, or a child who has not yet turned 3 years old;
  • full-time and graduate students;
  • employees of the police, fire department, customs or correctional institutions.

Conscription in Belarus

Service in the army in Belarus is the duty of citizens of the Republic of Belarus, which is established in order to create regular army, providing protection of the Republic of Belarus. The draft age is 18-27 years. The service can be implemented as:

  • conscription military service - compulsory military service for men who are recognized as fit for its passage. The conscript military service is subdivided into conscript military service and the conscript military service;
  • service in the reserve - a type of military service in which citizens subject to conscription do compulsory military service in military units, other organizations Armed Forces or transport troops of the Republic of Belarus, in the classroom and training camps for the purpose of obtaining military training.

Conscription in Kazakhstan

The conscription of citizens to the army of the Republic of Kazakhstan for military service is carried out twice a year for the period: from April to June and from October to December. Citizens aged 18 to 27 are subject to conscription for military service.
Upon reaching the draft age, if there are no delays for valid reasons, the conscript is handed a summons in his hands during the spring and autumn conscription. It will be necessary to report to the draft board without fail. The service life is, as in Russia, 12 months, or a year.

Conscription in Ukraine

The draft age is 20-27 years. Conscripts who at the time of the beginning of the conscription campaign turned 18 or 19 years old can also be called to the military registration and enlistment office for a medical examination, but they can start military service only if they express their personal consent. The terms for which young Ukrainians must go to the army are:

  • 1.5 years - for children who go to serve after school without a higher education diploma;
  • 1 year - for guys who managed to graduate from a university and get a master's or specialist's degree.
