State social scholarship relies on students who have a special need of a social and material plan. At the same time, receiving this type of payment is usually possible regardless of the student's current progress.

Eligibility for Social Scholarships in 2019

The procedure for registration of a social scholarship

Stages that a student goes through to obtain additional social payments include:

  1. Closing of the session (if such arrears exist).
  2. Obtaining a certificate of student status (issued in the educational department).
  3. Certificates of the amount of all scholarships received for the last three months of study (drawn up in the accounting department of the educational institution).
  4. References on the composition of the family indicating the year of birth of each member (if such a certificate is not available).
  5. A certificate demonstrating the low income of each family member (these payments must include all sources of income of an individual) for the last six months, as well as copies of work books of unemployed family members.
  6. Certificates and all necessary evidence proving that the applicant can qualify for accrual social scholarships.

    • have been deprived of parental rights or restricted in them;
    • disappeared without a trace;

    • disabled children, that is, persons with disabilities who are under 18;
    • disabled since childhood, that is, persons over 18 years of age who received a disability in childhood;
    • disabled persons of groups 1 and 2 - persons over 18 years of age who have passed MSEC and have received a disability of the corresponding group.

    The moment of getting the disability does not matter. You can apply for a scholarship even the next day after receiving a disability in the middle of the school year.

  3. Victims from radiation at the Chernobyl nuclear power plant, tests at the Semipalatinsk test site and other radiation disasters.
  4. Students who have completed at least 3 years of service in the troops of the Ministry of Internal Affairs, the Federal Security Service of the Russian Federation, under the executive authorities, as well as those who have become disabled due to illness or injury received during the service.
  5. Poor people. This category refers to persons whose average per capita family income is below the subsistence level. However, if it rises, the recipient of funds will have to inform the dean's office, since the basis for the payment of the scholarship will disappear.

This is a list approved at the federal level. However, for some categories of vulnerable groups of the population not included in this list, social stipends can be awarded by a decision of the authorities at the local level. How to get a social scholarship?

The provision of this kind of assistance from the state is of a declarative nature. Even if you belong to one of the above candidates, this does not mean that the social scholarship will automatically be sent to your card or account. It is necessary to collect documents for receipt, as well as contact the competent authorities. The sequential sequence of actions is described below.

STEP 1. Visit to the social security office at the place of registration. Here they will tell you whether you meet the conditions for receiving a payment, as well as what documents are needed for a social scholarship specifically in your situation. Usually this is a certificate of family composition, income (for each family member), education and scholarship, disability (or other document confirming the basis for the appointment of a scholarship).

STEP 2. Registration of a 2-NDFL certificate at the place of work (study) or on the official website of the Federal Tax Service, in the taxpayer's personal account (you need to register in your personal account). Starting from 2017, there are new rules for the procedure for the appointment of social scholarships. For several years now, the decision on whether to assign this type of assistance to a student or not has been decided by the management of an educational institution at a meeting of a special commission. Until 2017, the solution to this issue was within the competence of the social security authorities.

Also in 2018, another innovation began to operate. The scholarship allowance is issued only to those students who can confirm the fact of receiving state social assistance.

Is there an academic social scholarship?

According to the current legislation, the concepts of "academic" and "social" scholarships are separated, that is, they represent different types of material assistance to students.

Academic is the usual scholarship, which is paid to each student on the budget in case of successful closing of the session at "4" and "5". The social one is considered to be additional to the main scholarship, which is not of an incentive, but of a social nature. That is, it is paid to socially unprotected segments of the population, the categories of which are indicated above. However, their list can be expanded by the university at its own discretion, if it has the funds to sponsor additional categories.

The size of the social stipend in 2019

The amount of the scholarship is set by each institution individually, but it cannot be less than the standards established by the Decree of the Government of the Russian Federation of December 17, 2016 N 1390 (as amended on April 21, 2018) "On the formation of the scholarship fund", namely:

Social scholarship during academic leave

Do session arrears affect the payment of social stipends?

The state social scholarship is not an incentive for the successful mastering of an educational program by a student. It acts as a measure of material support for students in an unfavorable financial situation.

The condition for awarding a scholarship is one of the grounds, an exhaustive list of which is indicated in Art. 36 Federal Law "On Education in the Russian Federation". There is no such item as "successful delivery of the session" or "absence of debts" in the article. Since the legislative framework and by-laws do not establish the possibility of suspending the payment of state social scholarships in the presence of arrears based on the results of the session, the deprivation of student payments will be considered illegal. Also, the university cannot prescribe such a condition in a local act.

Payment procedure

The social stipend is paid every month. Every year, the student is required to confirm the existence of grounds for obtaining it, that is, before the start of the academic year, you need to re-collect the documents and submit an application along with a certificate to the dean's office.

Payments are terminated only in case of loss of the basis for its appointment, as well as the student's expulsion from the educational institution.

If a student took an academician, maternity leave, and childcare leave, the payment of the social allowance does not stop.

According to Article 36 of the Federal Law "On Education in the Russian Federation", the state social scholarship is assigned from the date of submission to the dean's office of a document confirming the appointment of state social assistance, for one year from the date of appointment of the specified state social assistance.

  • Orphans or students left without parental care;

Conditions for obtaining a social scholarship in 2020


Until 2017, social protection was engaged in the registration of this payment. The family has documented that it has this or that preferential basis.

Currently, only an educational institution has the right to issue a social scholarship.

It is assigned to the student by an administrative act of the head of the organization in which he is studying, from the date of submission to the educational organization of documents confirming the assignment of the student to the privileged group. Payments are interrupted in the month of termination of the basis for the award of the scholarship. If the document confirming the preferential basis for the appointment of such a scholarship is indefinite, then payments are made before the end of the training.

In the case when a student received state social assistance and a social scholarship was assigned to him, then the basis for the start of payments will be an administrative act of the head of the educational organization, from the date of submission of a document confirming the receipt of social assistance. The scholarship is awarded for one year from the date of receipt of state social assistance.

Important! If the student is on academic leave or maternity leave, parental leave, the state social stipend continues to be paid.

Prerequisite: the student is not expelled from the educational organization.

The size of the monthly social payment to students in 2019 was: at least 809 rubles in educational institutions of secondary vocational education and at least 2227 rubles in educational institutions of higher education. This amount is the minimum, the administration has the right to increase the amount if the funding of the educational organization allows it.

In addition, an increased social scholarship can be awarded to 1st and 2nd year students if they:

  • have excellent or good grades;
  • age up to 20 years and the presence of only one parent, who is a disabled person of group I.

State academic and advanced scholarships, their purpose

An academic scholarship, in contrast to a social one, directly depends on grades in intermediate attestations: it is assigned only in the absence of triples, academic debts. Upon admission, it is received by all state employees in full-time education until the first intermediate certification (session).

If an exam or test was missed for a valid reason, you must provide a document confirming this fact.

The monthly amount of the payment starts from 1484 rubles. for students receiving higher education, and from 539 rubles. for students receiving secondary vocational education. Each university has its own order of its increase (for every five), which is regulated by local regulations.

Students enrolled in a higher educational institution on a full-time basis, for special achievements, are assigned an increased state academic scholarship. At the same time, it does not matter the student's citizenship, the student can also be a stateless person. At the same time, the categories of achievements are clearly indicated by Order of the Ministry of Education and Science of December 27, 2016 No. 1663. The decision on the payment of an increased scholarship is made by the Academic Council and the student team. They take into account the academic and social amounts already received by the student. This money is paid by the scholarship fund of the educational organization. It receives money from the federal budget.

State Scholarship for Postgraduate Students, Residents, Assistant Trainees

Such a scholarship is awarded to graduate students, residents, assistant trainees, subject to the following conditions:

  • full-time training at the expense of budgetary funds;
  • absence of academic debt and “satisfactory” grades based on the results of interim attestation.

At the same time, like an academic one, such a scholarship is paid to all graduate students, residents, assistant trainees of the first year of study until the end of the first intermediate certification, subject to full-time training on a budgetary basis.

The size of the scholarship for graduate students cannot be less than 2921 rubles, for graduate students in training programs for scientific and pedagogical personnel in areas determined by the Ministry of Education and Science of the Russian Federation - 7012 rubles, for residents - 7441 rubles, for assistant trainees - 2921 rubles.

Other types of Russian scholarships

Students and postgraduates can apply for a government scholarship (5,000 rubles per month):

    • students of higher education programs;
    • in educational organizations under the jurisdiction of federal government bodies;
    • students in specialties or priority areas of modernization and technological development of the Russian economy.

    The scholarship is awarded at least twice a year within the quota. In accordance with the Regulation on the appointment of a government scholarship, students must meet the following criteria:

    • receiving by a student or postgraduate student at least 50% of “excellent” marks of the total number of marks received in the absence of “satisfactory” marks obtained as a result of the midterm certification preceding the award of the scholarship;
    • achievement by a student or graduate student of certain results within 2 years (receiving an award for conducting research work, receiving a grant for conducting research, winning an international Olympiad, etc.);
    • public presentation of the results of research work;
    • Availability of a publication in an international, all-Russian, departmental, regional edition;
    • The presence of a student or graduate student of such results as:
      1. USE score of 80 or more in a priority general education subject;

There is also a presidential scholarship at the federal level. The procedure for its appointment is similar to that of the government, and the maximum payment amount reaches 22,800 rubles.

The President's scholarships include:

  • scholarships for students and graduate students of educational institutions of higher professional education who have achieved outstanding success in studies and research. The amount of the scholarship for students is 2,200 rubles, for graduate students - 4,500 rubles;
  • students studying at universities full-time in specialties or areas of training corresponding to the priority areas of modernization and technological development of the Russian economy. The amount of the scholarship for students is 7,000 rubles, for graduate students - 14,000 rubles;

In what cases is one-time financial assistance required?

Article 7. Recipients of state social assistance
Recipients of state social assistance may be low-income families, low-income citizens living alone and other categories of citizens provided for by this Federal Law, who, for reasons beyond their control, have an average per capita income below the subsistence level established in the corresponding constituent entity of the Russian Federation.
The procedure for determining the value of the subsistence minimum for a poor family or a poor single living citizen is established by the subject of the Russian Federation, taking into account the values ​​of the subsistence minimum established for the corresponding socio-demographic groups of the population.
If in the constituent entity of the Russian Federation the values ​​of the subsistence minimum are not established, the values ​​of the subsistence minimum established by the Government of the Russian Federation are used.

Article 8. The procedure for assigning state social assistance

1. State social assistance, including on the basis of a social contract, shall be appointed by the decision of the body for social protection of the population at the place of residence or place of stay of a poor family or a poor lonely citizen.
1.1. Information on the appointment of a low-income family or a low-income citizen living alone of state social assistance is provided by the social protection body at the interdepartmental request of the body authorized to provide state or municipal services, in accordance with the requirements of the legislation of the Russian Federation.
2. State social assistance, including on the basis of a social contract, is assigned according to an application submitted in the form of an electronic document or in writing to the bodies of social protection of the population at the place of residence or place of stay, or through a multifunctional center, an application of a citizen on his own behalf (for low-income citizens living alone ) or on behalf of his family or (with the exception of cases of rendering state social assistance on the basis of a social contract) an application of the guardian, trustee or other legal representative of the citizen, which indicates information about the composition of the family, income and property belonging to him (his family) on the basis of ownership , as well as information on the receipt of state social assistance in the form of the provision of social services in accordance with Chapter 2 of this Federal Law.
The information provided by the applicant can be confirmed through an additional check (commission survey), carried out by the social protection authority on its own.
Organizations are responsible for the accuracy of the information contained in the documents issued by them, in accordance with the law.
The procedure for the appointment of state social assistance provided at the expense of the budget of the constituent entity of the Russian Federation, as well as the form of the social contract, is established by the state authorities of the constituent entities of the Russian Federation.
3. A notice of the appointment of state social assistance or the refusal to appoint it must be sent in writing to the applicant by the social protection body at the place of residence or place of stay of the applicant no later than 10 days after the applicant's application and submission of the necessary documents. If it is necessary to conduct an additional check (commission survey) by the social protection body of the information provided by the applicant about the family's income (a single citizen), this body must give a preliminary response within the specified time with notification of such a check. In this case, the final answer must be given to the applicant no later than 30 days after the submission of the application.
4. The procedure for calculating average per capita income and accounting for income, including income from property owned by property, is established by federal law, and before its adoption - by the Government of the Russian Federation.
